An email circulated by Gelu Stan to ANCONAV members shows that the discussion around STEP-backed project financing has moved into a more practical regional phase for South-East Romania. The message summarizes the working meeting held in Galați on 21 May by the South-East Regional Development Agency, focused on financing STEP objectives through the 2021-2027 South-East Regional Programme.

For the maritime industry, the relevance is clear. Shipyards, marine equipment manufacturers, design offices and maritime technology suppliers are all looking for funding routes for modernization, digitalization, clean technologies and skills development. In that context, the fact that STEP is now being discussed in an applied regional framework means industrial and technology-led projects can be prepared earlier and shaped more competitively.

Why STEP matters for maritime companies

According to public information published by Romania’s Ministry of Investments and European Projects, STEP was created to mobilize investment toward critical technologies, strategic value chains and essential skills for the European economy. For maritime businesses, this can translate into projects related to energy efficiency, industrial digitalization, advanced manufacturing solutions, smart equipment integration and capabilities with strong civil-industrial relevance.

At the same time, the 2021-2027 South-East Regional Programme emphasizes a more competitive and smarter economy, alongside green and blue investments. For the maritime ecosystem in Galați, Brăila, Constanța, Tulcea and the wider region, that combination matters: it creates a shared framework between European priorities and the real needs of companies planning to invest in technologies, processes and higher-value products.

A useful signal for project preparation

The email shared through ANCONAV notes that the presentations from the working meeting were forwarded to members as a practical resource for future projects. Even if this is not yet a contractual outcome, it is a useful signal that interested companies should already be assessing investment ideas, eligibility conditions and possible partnerships.

  • technology-upgrade projects in shipyards and production facilities;
  • digital solutions for design, production and industrial management;
  • investments linked to energy efficiency and clean technologies;
  • cooperation between companies, technology suppliers, universities and research organizations.

For ANCONAV and for regional companies, the real stake is not only access to a funding line, but also positioning Romania’s maritime industry inside the investment areas the European Union now considers strategic. Companies that prepare well now may gain a real advantage once the relevant calls become operational.
