The Federation of Construction Companies Employers (FPSC) has submitted observations and proposed amendments to the draft Emergency Government Ordinance on foreign workers access to the Romanian labor market, as republished on 30 March 2026. The document also addresses changes and additions to related regulatory acts.
The final debate on the draft ordinance is scheduled for 8 April 2026, in a hybrid format, marking the last round of consultations before the final version is issued. Construction sector employers have flagged a number of provisions requiring adjustments to better reflect labor market realities and the needs of Romanian companies operating in sectors with acute workforce shortages.
The draft ordinance regulates the conditions of access, residence, and employment of foreign workers on Romanian territory. The amendments proposed by FPSC seek to streamline bureaucratic procedures, align with European practices, and ensure a predictable legislative framework for employers.
