IMO updates VHF GMDSS channel requirements for shipboard radiocommunication equipment

The International Maritime Organization (IMO) is updating its guidance on the validity of radiocommunication equipment installed and used on ships. Circular MSC.1/Circ.1460/Rev.5 replaces the previous version MSC.1/Circ.1460/Rev.4 and keeps the requirement for VHF radiocommunication equipment to comply with the new channel requirements by the first radio inspection after 1 January 2028.

The revision nevertheless recognises that earlier changes may be needed where applicable. The circular has been amended to recognise that some VHF coast stations may have already implemented the new VHF channel arrangements and may no longer support the traditional VHF channels.

MSC.1/Circ.1460/Rev.5 therefore provides that “ships should be capable of transmitting and receiving VHF radiotelephony through the shore installations in their area of operation, given that some administrations may have already implemented the new channels available before 1 January 2028”.

Compatibility with Appendix 18 of the ITU Radio Regulations

In such cases, ships’ VHF GMDSS equipment must be compatible with the frequencies and channel arrangements set out in Appendix 18 of the Radio Regulations (RR) of the International Telecommunication Union (ITU). The revised Appendix 18 introduces four-digit channel designations, replacing the previous two-digit channel format.

For newer VHF equipment that is not already compatible with the amended RR, conformity can be achieved through a software update. Older VHF equipment may need to be replaced.

What shipowners and operators should do now

Owners and operators are advised to check whether the VHF coast stations in their area of operation have implemented the new channel arrangements and to determine whether updates are needed before the 2028 deadline. They should also consult the manufacturer of their VHF GMDSS equipment to confirm whether software updates or equipment replacement will be required.
